DELIVERABLE 3.1 - Report on vulnerabilities mapping under the baseline scenario

This FITTER-EU deliverable presents key findings from an analysis of the twin transition process and its associated vulnerabilities in six countries: Hungary, Germany, Ireland, Italy, Portugal, and Spain. This analysis draws on a combination of data sources, including online workshops with international experts, national long-term strategies, consultations with experts on the twin transition, and desk research of relevant reports and statistical data. The core objective of this analysis is to summarize the results of a vulnerability assessment related to the twin transition in the following four sectors:
- Energy sector: Case studies from all six countries are examined, focusing on greenhouse gas emissions reduction, renewable energy deployment, energy efficiency, hydrogen capacity, and energy security.
- Mobility and transport sector: Case studies from Spain and Hungary are analyzed, with emphasis on the use of renewable energy, deployment of electric mobility, alternative fuels, and the efficiency of public transport systems.
- Housing and construction sector: Case studies from Germany and Portugal highlight issues such as energy efficiency, housing renovation and insulation, and the development of smart housing. This section also addresses housing poverty and its implications for the transition process.
- Agriculture and food sector: Case studies from Ireland and Italy focus on greenhouse gas emissions reduction, sustainable energy practices, and the efficient management of natural resources.
In addition to these case studies, the FITTER project collected insights from international experts across the four mentioned sectors. These expert contributions underscore growing concerns about the potential negative impacts of the transition process on structurally vulnerable groups. At the same time, they point to opportunities for social innovation and propose possible action lines to help mitigate deepening inequalities.
